'Won't you lobby for horse dealers to be licensed?' Well, not unless we know who would really police such a scheme, to prevent it from becoming yet another tax on the law-abiding, for the less meticulous to ignore. All horse owners should by now have passports, but no one seems much interested in policing those.
'Can you help regarding the new London Emission Zone?' is another example. 'I can't afford a new lorry and my horses won't load in a trailer. What if they need the vet? Has Mr Livingstone considered that?' Well no, probably not. But I'm pretty sure his answer would be: 'So what? Pay up!"
